Chi Chi man and Chi city

I don't know what the difference between chi chi man and chi city is. I guess when people first take a look at these two terms, probably they can tell what chi city means and think there must be a relationship between chi chi man and chi city. But they don't share any relationship actually.

This story begins when a friend (Po) told me something about chi city and showed me a boring video. Actually, at that time, I didn't know what chi city is so I searched on Google(you know Google knows everything!). I did find the answer, but while I got the answer, I found something interesting on the website named urban dictionary : what does "Chi Chi Man" mean??! Then, I asked Po if he knew what it means, he didn't know it either!!
